Quebec Skilled Worker Program Updates
Quebec Skilled Worker Immigration program is not restricted to a list of occupations, and a job offer from a Canadian employer is not needed for eligibility.
The Canadian Quebec Skilled Worker Program is designed to attract skilled immigrants who wish to work and live in the province of Quebec and who are likely to become economically established upon immigration to Quebec.
First the applicant must apply to Quebec immigration section and meet the province’s skilled worker requirements. If the application is approved, Quebec will give you a Quebec selection certificate (CSQ). After the Quebec skilled worker application is accepted, applicant apply to Federal immigration section. At this point Immigration Canada will ensure the applicant meet the medical and security requirements to immigrate to Canada and will grant Canada Immigration (Permanent Resident) Visa.
To qualify for a Quebec Selection Certificate, Skilled Worker applicants must have the schooling and occupational skills to facilitate their job integration, also they must attain enough points under the Quebec Immigration selection system below. A single applicant must attain at least 55 points. An applicant with a spouse or common-law partner must attain at least 63 points.

Since December 6, 2011 Language test results for English and French are mandatory and must be submitted along with immigration applications to be awarded points for language proficiency.
Quebec Skilled Workers are not evaluated based upon the selection factors of the Federal Skilled Worker Program. Quebec has sole responsibility for the selection of immigrants destined to Quebec.
Citizenship and Immigration Canada endorses the selection of applicants who meet Quebec immigration selection criteria and has the sole responsibility for the admission of immigrants to the province of Quebec.
