Ministerial Instructions respecting invitations to apply for permanent residence under the Express Entry 10th Draw – June 12, 2015
Express Entry to Canada
In January 2015, Citizenship and Immigration Canada (CIC) will launch a new electronic system called Express Entry to manage applications for permanent residence in certain economic programs. Canada needs high levels of immigration to meet current and future labour market needs, which will ensure our economic growth and long-term prosperity.
Express Entry will help to recruit, assess and select skilled immigrants under the following federal economic immigration programs:
- the Federal Skilled Worker Program,
- the Federal Skilled Trades Program, and
- the Canadian Experience Class.
Provinces and territories will also be able to recruit candidates from the Express Entry system through their Provincial Nominee Programs to meet local labour market needs. Under this new Express Entry system, employers will also have a key role in selecting economic immigrants. Employers will access candidates through Canada’s new and improved Job Bank and through provinces and territories where applicable.

The invitations that may be issued during the period the Express Entry 10th Draw is 1,501.
Foreign nationals who, on June 12, 2015 at 23:59:55 UTC, have been assigned a total of 482 points or more, for Express Entry 10th Draw under the Comprehensive Ranking System that is set out in the Ministerial Instructions Respecting the Express Entry System, as published in the Canada Gazette, Part I, on December 1, 2014 and as amended from time to time, occupy the rank required to be invited to make an application for permanent residence.
The government issues invitations at regular intervals during the year. The following are the invitations issued in 2015:
