Express Entry First Draw – Invitation to Apply

Ministerial Instructions respecting invitations to apply for permanent residence under the Express Entry system – the first draw instructions has taken place on January 31, 2015.

First invitation to apply draw instruction has been announced for the first Express Entry draw for permanent residence application invitation.


In January 2015, Citizenship and Immigration Canada (CIC) will launch a new electronic system called Express Entry to manage applications for permanent residence in certain economic programs. Canada needs high levels of immigration to meet current and future labour market needs, which will ensure our economic growth and long-term prosperity.

Express Entry will help to recruit, assess and select skilled immigrants under the following federal economic immigration programs:

Provinces and territories will also be able to recruit candidates from the Express Entry system through their Provincial Nominee Programs to meet local labour market needs. Under this new Express Entry system, employers will also have a key role in selecting economic immigrants. Employers will access candidates through Canada’s new and improved Job Bank and through provinces and territories where applicable.

As per the ministerial instructions under the Immigration and Refugee Protection Act, the number of invitations that may be issued during the period beginning of January 31, 2015 and ending on February 1, 2015 is 779

Foreign nationals who made an application under Express Entry system and who, on January 31, 2015 at 11:59:48 UTC, have been assigned a total of 886 points or more under the Comprehensive Ranking System(CRS), occupy the rank required to be invited to make an application for permanent residence. The level of CRS for this first draw has been set to a total of 886 points or more.

Only 779 Invitation to Apply (ITA) would be issued and the lowest Comprehensive Ranking System(CRS) points is set at 886. It is obvious for this draw that those who have Labour Market Impact Assessment(LMIA) or Provincial Nomination (PNP) would be selected. Does this mean that there were very few applications in the pool during this draw and until January 31, 2015?

Possibly yes, considering the following facts:

  • In year 2015, between 169,000 and 185,200 are expected to be economic immigrants.
  • Around 51,000 expected Federal Skilled Workers will be selected in 2015.

On the other side, this could be positive news for those still in the pool. It could be assumed that in the next draws more and more number of invitations would be issued, if Citizenship and Immigration Canada want to reach those numbers previously announced by them.
