Immigration Reality: Online Study and PGWP Are Not the Same

A program completed entirely through distance learning may not require a Canadian study permit. However, this does not mean that it produces the same immigration benefits as in-person study in Canada.

Under current PGWP rules, students in programs with a lock-in date on or after 1 September 2024 must generally complete at least 50 per cent of the program in class in Canada. Time studied outside Canada can be deducted from the potential PGWP length, and completing more than 50 per cent through distance learning can create ineligibility, subject to limited historical exceptions.

A fully online master’s completed from India should not be treated as a route to a Canadian PGWP merely because the university is Canadian.

Similarly, an additional online course does not automatically create new work rights. An international student’s ability to work depends on the conditions of their study permit and main authorised program.

A doctoral program deserves additional caution. Warning signs include:

• An extremely short duration

• Large “experience-based” credit awards
