Home Child Care Provider and Home Support Worker Pilots

The Home Child Care Provider and Home Support Worker pilot programs, introduced in 2019, have been key pathways for caregivers to obtain permanent residency in Canada. These pilots replaced the previous Caring for Children and Caring for People with High Medical Needs programs.

As of June 17, 2024, these pilots have officially closed, and new applications are no longer being accepted. However, new pilot programs will be launching on March 31, 2025, offering caregivers a direct pathway to permanent residency upon arrival.

  • Permanent Residency on Arrival – Unlike the previous programs, caregivers will receive permanent resident status immediately upon arriving in Canada.
  • Streamlined Process – The new pilots will simplify application procedures and reduce processing times.

Eligibility Criteria

To qualify under the new caregiver pilots, applicants must have:

✔ A full-time job offer in-home care
✔ Recent and relevant work experience
✔ A Canadian high school diploma or equivalent
✔ A minimum Canadian Language Benchmark (CLB) score of 4

Canada offers dedicated caregiver immigration streams to support families who need assistance at home—whether it’s caring for children, seniors, or individuals with medical needs. The Home Child Care Provider Pilot and Home Support Worker Pilot are two permanent residence pathways under the Caregiver Program.

Home Child Care Provider Pilot

This stream is for individuals who wish to work in Canada as nannies, babysitters, or au pairs in private homes.

Eligibility:

  • 1 year of Canadian full-time work experience in NOC 44100 (within the past 36 months), or
  • An offer of employment in Canada as a child care provider (outside Quebec)
  • CLB 5 in English or French (IELTS equivalent: Reading 4.0, Writing/Speaking/Listening 5.0)
  • One-year post-secondary education credential (Canadian or equivalent foreign credential)
  • Intention to live outside the province of Quebec
  • Admissibility to Canada (medical, police checks, etc.)

Home Support Worker Pilot

This stream is designed for those who want to work as personal care aides, caregivers, or home support workers for elderly or disabled individuals.

Eligibility:

  • 1 year of Canadian full-time work experience in NOC 44101, or
  • A valid job offer from a Canadian employer in a home setting
  • CLB 5 in English or French
  • One-year post-secondary education credential
  • Must not intend to live/work in Quebec
  • Pass required medical and background checks

Program Highlights:

  • Pathway to Permanent Residency: Apply for an open work permit and PR together
  • Occupation-specific Work Permit: Work in caregiving, no employer-specific restrictions
  • Open Work Permit for Spouses: Your spouse may qualify for a Spousal Open Work Permit (SOWP)
  • Education Access for Children: Dependent children can attend school in Canada
