Launched in 1998, the Provincial Nominee Program (PNP) remains the second most popular pathway for skilled workers to immigrate to Canada, following the Express Entry system. Immigration to Canada is primarily managed by the federal government through Immigration, Refugees and Citizenship Canada (IRCC). What is the Provincial Nominee Program (PNP)?
The PNP enables provinces and territories to nominate skilled workers who can contribute to the growth and development of their region. Each province and territory has its own specific requirements and processes for nomination, except for Quebec and Nunavut.
Several PNP streams are aligned with the federal Express Entry immigration selection system. These “enhanced nominations” award candidates an additional 600 Comprehensive Ranking System (CRS) points, effectively guaranteeing an invitation for permanent residence under Express Entry.

- Less competition for jobs.
- Higher chances of securing job offers from local businesses.
- Stronger support for your PNP application.
- Lower Cost of Living – Living in smaller cities means lower costs for housing, transportation, and groceries compared to major urban centres.
- Direct Pathway to Permanent Residence – Many PNP streams allow skilled workers to bypass Express Entry competition by securing a provincial nomination. For example, obtaining a job offer in Ontario, Nova Scotia, or Newfoundland, processing it through the provincial government, and receiving a nomination allows you to apply directly for permanent residency.

Recent Updates and Changes in 2024
New PNP Streams and Updates
Several provinces introduced new streams and program updates in 2024, including:
- Alberta – Introduced a Tourism and Hospitality Stream and a Law Enforcement Pathway.
- British Columbia – The Entrepreneur Immigration Regional Pilot Program became permanent, and three new International Graduate PNP streams were announced for January 2025.
- Ontario – Expanded the Employer Job Offer: In-Demand Skills Stream to include additional occupations and introduced a new process for internal reviews through the OINP e-portal.
Express Entry Draws
In November 2024, IRCC held major Express Entry draws targeting PNP and Canadian Experience Class (CEC) candidates. The PNP draw had a high CRS cut-off score of 812, reflecting strong demand for highly qualified professionals.
Ontario Reaches Allocation Limit
As of December 23, 2024, the Ontario Immigrant Nominee Program (OINP) reached its full 2024 nomination allocation, issuing 21,500 nominations across various streams.


Looking Ahead to 2025
- Backlog Reduction – IRCC expects continued progress in reducing backlogs, with PNP and Express Entry applications projected to maintain a 20% backlog in 2025.
- Ontario’s 2025 Allocation – While the official allocation numbers for Ontario’s provincial nominations in 2025 have yet to be announced, it is expected that fewer nominations will be issued due to cutbacks in provincial allocations across Canada.
