What is Canadian Experience Class

The Canadian Experience Class (CEC) is a key pathway for skilled workers to achieve permanent residence in Canada. Launched in 2008, the CEC is part of Canada’s innovative Express Entry system, which manages applications for permanent residency through a pool of candidates. This program is designed for individuals who have gained valuable work experience in Canada and wish to contribute to the country’s economic growth.

Benefits of the Canadian Experience Class

  • Streamlined Process: CEC applications are processed through Express Entry, known for its efficient and fast processing times. Many candidates receive permanent residence within six months of receiving an Invitation to Apply (ITA).
  • No Proof of Settlement Funds: Unlike other Express Entry programs, CEC applicants are not required to show proof of settlement funds if they are already working in Canada.
  • No Education Requirement: While education is not a mandatory requirement, having a degree, diploma, or certificate can increase your Comprehensive Ranking System (CRS) score.
  • Flexibility: The CEC program does not impose strict requirements on occupation or age, making it accessible to a wide range of applicants.
  • Permanent Residence for Families: CEC allows successful applicants to include their spouses and dependent children, helping families settle in Canada together.

Eligibility Criteria

To qualify for the Canadian Experience Class, you must meet the following criteria:

Work Experience:

    • At least one year of skilled work experience in Canada within the last three years before applying.
    • This work must fall under National Occupational Classification (NOC) TEER categories 0, 1, 2, or 3.
    • The work experience must be gained while authorized under temporary resident status.

Language Proficiency:

    • Attain a Canadian Language Benchmark (CLB) level 7 through an authorized English or French language test if applying for jobs classified under NOC skill level 0 or A. CLB level 5 is required for NOC skill level B jobs.
    • Test results must be valid for two years from the date of the test and must be valid on the day you apply for permanent residence.

Education:

    • There is no minimum education requirement for the CEC, but having a Canadian post-secondary certificate, diploma, or degree, or a completed foreign credential with an Educational Credential Assessment (ECA) report from an approved agency can increase your CRS score.

Admissibility:

    • You must not have been convicted of a crime in Canada or outside Canada that would be considered a crime in Canada.

Application Process

  • Check Eligibility: Ensure you meet all the eligibility criteria for the CEC or other Express Entry programs.
  • Create an Express Entry Profile: Submit an Express Entry profile on IRCC’s website.
  • Receive an ITA: IRCC conducts bi-weekly draws, inviting candidates with the highest CRS scores to apply for permanent residence.
  • Submit a Complete Application: If invited, submit a complete application to IRCC within the specified deadline.
  • Medical Exam and Police Clearance: All candidates must undergo a medical exam and obtain a police clearance certificate.
  • Application Processing: A visa officer assesses the application and may request additional documents or revisions.
  • Confirmation of Permanent Residence (COPR): IRCC makes the final decision on your application, and you receive a Confirmation of Permanent Residence (COPR) via email.

Recent Updates and Changes in 2024

  • Reduction in LMIA Validity: As of May 1, 2024, the validity of an LMIA has been reduced to six months (previously 12 months) .
  • End of Visitor-to-Work Permit Policy: On August 28, 2024, IRCC ended the temporary public policy that allowed certain visitors to apply for certain work permits from within Canada .
  • Suspension of Processing of Low-Wage LMIAs: On September 26, 2024, LMIAs for the low-wage stream will no longer be processed in census metropolitan areas with unemployment rates of 6% or higher .
  • Reduction of Duration of Employment for Low-Wage Stream: The maximum duration of employment for workers hired through the low-wage stream has been reduced to one year (down from two years) .
  • Lowering of Workforce Caps for Low-Wage Stream: The federal government reduced the percentage of low-wage workers a Canadian business can employ through the TFWP .
  • Attestations No Longer Accepted: As of October 28, 2024, employers can no longer use attestations from certain parties as proof of providing goods or services Annual Targets Established for TFWP Work Permits: Target of 82,000 net new TFWP work permits for 2025 .
  • Increase of Wage Requirements for High-Wage Stream: As of November 8, 2024, Employment and Social Development Canada (ESDC) raised the minimum hourly wage requirements for the high-wage stream of the TFWP .
