What is the Federal Skilled Worker (FSW) Program?

The Federal Skilled Worker Program (FSW) is a key pathway for skilled workers to gain permanent residency in Canada. It is part of Canada’s Express Entry system, which manages applications for permanent residence through a pool of candidates. Skilled workers are selected based on their ability to settle in Canada and contribute to the economy. The assessment considers factors such as English and/or French proficiency, education, work experience, and other criteria that have been proven to support long-term success in Canada.

Key Features of the FSW Program

Eligibility Criteria: Candidates must have at least one year of continuous full-time work experience (or an equivalent amount of part-time work) in a skilled occupation within the last 10 years. This work experience must fall under National Occupational Classification (NOC) categories 0, A, or B.

Language Proficiency: Candidates must demonstrate proficiency in English or French by taking an approved language test. The minimum required score is Canadian Language Benchmark (CLB) 7 for English and Niveau de Compétence Linguistique Canadien (NCLC) 7 for French.

Education: Candidates must hold a Canadian secondary (high school) diploma or higher, or obtain an Educational Credential Assessment (ECA) to verify that their foreign credentials are equivalent to a Canadian qualification.

Selection Factors: Candidates are assessed on a 100-point system, with a minimum score of 67 points required to qualify. Points are awarded based on language skills, education, work experience, age, arranged employment in Canada, and adaptability.

How to Apply

  1. Assess Your Eligibility: Determine whether you meet the minimum requirements for the FSW program.
  2. Create an Express Entry Profile: Submit an Express Entry profile on the IRCC website.
  3. Receive an ITA: If invited, submit a complete application for permanent residence within the specified deadline.
  4. Medical Exam & Police Clearance: Complete the required medical exam and obtain a police clearance certificate.
  5. Application Processing: IRCC will process your application, and you may be invited to apply for permanent residency.

  • Eligible Occupations: The program covers a wide range of skilled occupations classified under NOC TEER categories 0, 1, 2, and 3. The list of eligible occupations is updated periodically to align with Canada’s labour market needs.
  • Comprehensive Ranking System (CRS): The CRS remains a key component of the Express Entry system, with regular draws inviting the highest-ranked candidates to apply for permanent residency.
